Not built yet. This page exists to demonstrate the shared header/footer shell and anchor the navigation.

Design: a pipeline (research → draft → submitted → under review → awarded/rejected) with deadlines, document storage, and owner assignment. Deadlines surface automatically as tasks on the shared calendar.
